The WHO/Europe Public Health Innovation Platform is a collaborative, WHO-hosted network designed to catalyse system-level transformation in public health. The Platform brings together innovation institutions, Member States, intergovernmental organizations, WHO collaborating centres and non-State actors to co-create, scale and sustain impactful innovations that address health inequities and deliver measurable, population-level benefits.

Core principles
The Platform is governed by the following principles:
- inclusivity and diversity in membership and activities

- alignment with WHO norms, standards and strategic priorities
- coordination among stakeholders to advance public health innovation.
Who can apply?
Eligible entities include:
- governmental agencies and public institutions (innovation offices, science parks, public research organizations);
- intergovernmental organizations;
- WHO collaborating centres;
- academic institutions (universities, university laboratories);
- private sector entities (corporate innovation laboratories, biotechnology/medical technology companies, startup incubators/accelerators);
- nongovernmental organizations engaged in public health innovation; and
- philanthropic foundations supporting health innovation.
Application requirements
Applications must be submitted on behalf of the organization, not individuals. Each applying organization must:
- align with the WHO Constitution and policies;
- demonstrate active, international work in public health innovation (minimum 2 years’ experience);
- have an established structure and accountability mechanisms;
- provide required documentation (for example, legal status, governance, funding sources, affiliations); and
- commit to the Platform’s mission, objectives and code of conduct.
Membership expectations
Platform members are expected to:
- actively participate in Platform meetings and working groups;
- share knowledge, resources and best practices;
- uphold the highest standards of conduct, including zero tolerance for sexual misconduct, abusive conduct, fraud and corruption; and
- adhere to confidentiality requirements as specified by the Platform.
Application process
Applicants are asked to:
- review the terms of reference for the WHO/Europe Public Health Innovation Platform
- complete the online expression of interest form via the link
- submit all required documentation as outlined in the form.
Applications will be reviewed by the WHO Secretariat for eligibility and alignment with Platform criteria. Successful applicants will be notified and onboarded as Platform participants.
Meetings and participation
WHO/Europe will convene annual participant meetings with additional meetings as needed. Steering Committee meetings will be held biannually. Working groups will be established on thematic priorities.
Financing
Participants are responsible for their own costs related to Platform activities. The Secretariat is funded by voluntary contributions and may seek additional support as needed.
